brown_betty's explanation makes sense, that it's sent by zombified machines whose master isn't around anymore to provide the actual spam content, like the drug picture ads or whatever, but the instructions to generate the spam filter diversion content and sending the messages themselves stil works. It's really kind of tragic, and provides daily surreal moments: the last one I got advised me to "evolve the production of humanoid robots"... if only I could do that! Then the humanoid robot could maybe do my dishes for me!
