I don't really have the knowlege or resources to research this. My point was more that at the point when there are calls for laws against certain groups (whether they are then strictly enforced or not), the prejudice and discrimination is there in the society calling for those laws to "protect" them from that group. I mean, for example whether or not they are enforced anti-sodomy laws say something about the underlying attitudes.
