It's several things, the villains, or rogues as they seem to be called in Flash's corner of the DCU, are just -- I don't know, wacky? -- but not wacky in that creepy and scary psychopathic way I like in the Batman villains (though clearly they aren't sane either).

Gee, you're a hard sell. *g* But yes, in general I know what you mean, although Geoff Johns has been working overtime trying to give the classic Rogues' Gallery a harder edge and toss in some lunatics of his own.
The Spectre thing has never and will never make any sense. I mean, okay, follow the logic: Batman remembers who Wally is when he sees him. Apparently the same is true for the rest of Wally's supporting cast, only they've been keeping quiet about it. So why hasn't it happened to Linda, the cops, or indeed anyone in Keystone who's met him during this storyline? Or after this storyline, for that matter? Pure plot contrivance to get us to where Geoff wanted to go.
