He looks Slavic to me, rather than from western Europe. Except for the blonde hair, of course.

Huh. Well, the eyes are supposed to look Asian (you know, with the epicanthic fold and a single, rather than the European double eyelid) and the nose a bit African, because his mother Moonday Hawke is half Korean, half African-American, iirc, and of course his father is Oliver Queen, i.e. the first Green Arrow. Connor's blond hair is just about the only thing consistent in his canon appearances.
