Neal and Peter is probably more likely, because they have windows that neighbors may see and don't need to transport post-it notes intergalactically.

ETA: of course with Neal doing something like this the result would probably not a video game character but some art motif.

Oh my god, he'd probably do something ludicrously ambitious, like the Mona Lisa or Rembrandt's Night Watch in post-it notes! 40 feet tall on the side of the FBI building! And Peter would be tying himself in knots trying to figure out if this can be considered counterfeiting or not ...
